Dawn is a Commissioner for the National Security Commission on Emerging Biotechnology (NSCEB) and an advocate for technological innovation to strengthen democratic competitiveness. From 2014 to 2021, she led the CIA’s Directorate of Science and Technology, overseeing the organization’s first structural transformation in nearly six decades. Previously, she directed technical oversight for the U.S. Intelligence Community, managing a $60B+ portfolio and returning significant budget savings to mission areas. Dawn also restructured AOL’s product operations and served over a decade on the National Security Agency’s Corporate Board, contributing to its cloud migration and cybersecurity modernization initiatives.
