Phyllis is the Executive Vice President and Head of Healthcare Policy and Programs at the Biotechnology Innovation Organization (BIO). In this role, she leads a comprehensive portfolio of healthcare policy issues, including pricing, reimbursement, access and infectious diseases. Before this role, she served as Senior Vice President for Infectious Disease and Emerging Science Policy, collaborating with member companies on vaccines, antimicrobial resistance, and biodefense policy. Phyllis joined BIO in 2009 after a 16-year career at Merck & Co., where she launched several vaccines globally, including the first HPV vaccine, GARDASIL. She holds a B.A. in Economics and International Politics from Goucher College and an MBA from the Wharton School of Business at the University of Pennsylvania.
